Silvercreek is hosting a HOA board member educational event April 30th at Piatti’s at 9am. Here you, as a community volunteer, will have a chance to learn about how to be a better board member, reserve studies, and putting the reserve study into practice. We have three expert and entertaining speakers for this event, Deon Stein, Robert Browning, and Mark Edelman. Coffee and pastries will be served upon arrival and an excellent complementary lunch will be served by one of Sacramento’s best Restaurants, Piatti’s!

Speaker Biographies:

Mark Edelman – Vice President of Operations with James E. Williams and Son, Inc.  Mark has been in the construction industry for over 30 years.  Most recently specializing in Construction Management Services to Homeowners Associations (common interest dwellings), owning his own firm for 10 years before joining James E. Williams & Son, Inc. in 2015.  Works closely with Boards, Management and Reserve analysts to bring projects due to be addressed in the reserve study through fruition from the planning stages to project completion.

Robert Browning formed the Browning Reserve Group in 1999. The Browning Reserve Group (BRG) performs reserve studies for common interest communities, special districts, park and community services districts and other entities that can benefit from long range financial planning. BRG currently has over 2,200 clients in multiple states. Reserve studies form the core business for BRG

Deon Stein is the owner of The Law Offices of Deon R. Stein in Sacramento.  He has represented residential and commercial community associations, other non-profit corporations, businesses, individuals and residential and commercial real estate developers throughout California since 1988.

Mr. Stein advises boards of directors in the day-to-day operational aspects of common interest development and corporate law such as the interpretation and enforcement of governing documents (including IDR and ADR/mediations), the formation, structure and function of architectural review and other committees, real estate and financial disclosures, reserve study and reserve fund requirements, assessments and assessment collections, voting and other corporate compliance matters, loan transactions, developer transition issues, and contract negotiation and administration.  He also has extensive experience in drafting major revisions of governing documents for post-developer community associations.

While representing developers and homebuilders for several years before focusing his practice exclusively on community associations, Mr. Stein worked extensively with the California Bureau of Real Estate (BRE) in the initial formation of new residential subdivisions.  As a result of this background, Deon brings a seasoned perspective to community association law, giving him a broad understanding of the forces behind the creation of common interest developments, including their budgets and reserves, the content of original governing documents, and the unique legal requirements that the BRE imposes on real estate developers and home builders.

Mr. Stein is actively involved with many community association industry organizations.  He is a member of the Teaching Faculty of the California Association of Community Managers (CACM) and has served on CACM’s Legal Advisory Steering Committee.  He is currently on the Board of Directors of the California North Chapter of the Community Associations Institute (CAI-CNC), and serves as the Chapter’s Treasurer.  He served as the Chapter’s President in 1998 and as its Secretary from 2011 to 2013.  He has served on the Board of Directors of the Executive Council of Home Owners (ECHO).  He belongs to and frequently speaks before various chapters of CAI, CACM, and ECHO.  He has authored articles on community association legislation and operations for CAI, CACM and ECHO.

Mr. Stein has also lectured on community association, non-profit corporation and common interest development issues for the State Bar of California, Continuing Education of the Bar (CEB), the California Association of Realtors (CAR), the Superior California Chapter of the Building Industry Association (BIA-SC) and the CalCPA Education Foundation.  He can often be heard on the radio as a guest contributor to The KFBK Real Estate Show on Sacramento’s AM1530/93.1FM.

Mr. Stein received his Juris Doctor, cum laude, from the University of California, Hastings College of the Law in San Francisco and his Bachelor of Arts degree in Political Science from the University of California at San Diego.  He is the recipient of American Jurisprudence Awards in Bankruptcy Law and Federal Government Contracting Law.  In 1988, Mr. Stein was an extern for the late Honorable David N. Eagleson of the California Supreme Court.
